    Housing crisis in Russia: a quarter of apartment buildings are in a critical condition

    One in four residential buildings in Russia needs major repairs, and one in ten is considered dangerous or degraded, reports the “If to be exact” (Если быть точным) project, citing data from the State Information System on Multifamily Housing (ГИС ЖКХ).

    By the end of 2025, the system had registered information about 950,000 buildings. The analysis of this data shows that approximately 239,000 buildings have a wear and tear level of over 40% and require major repairs. Without serious interventions, the safe use of these buildings is impossible, said Alexandr Levenkov, head of the “Giprogorproiect” workshop.

    The issue of degraded and dangerous housing remains serious. According to the ГИС ЖКХ data, 9.3% of residential blocks – that is, about 88,000 buildings – have the status of being degraded or dangerous. Blocks are considered dangerous when there is a risk of collapse due to critical wear, and degraded – buildings with a high level of wear not yet considered dangerous, but which require constant supervision and repairs.

    The highest proportions of worn-out buildings are recorded in the Arctic and northern regions: in the Republic of Sakha (Yakutia) – 46%, in the Arkhangelsk region, – 31%, and in the Komi Republic and the Yamal-Nenets Autonomous District – 30% each. The lowest levels of dangerous housing are found in Moscow (0.23%), St. Petersburg (0.26%) and Tatarstan (1.4%).
