    Moscow’s plan for the Zaporizhia power plant, revealed by ISW experts

    Russia is taking concrete steps to integrate the Zaporizhia nuclear power plant into its energy system, attempting to legitimize control over the occupied facility. An analysis by the Institute for the Study of War (ISW) shows that Moscow is creating the necessary framework for resuming energy production and connecting the plant to the Russian electrical grid.

    According to experts from the ISW, Russian authorities are trying to legalize the occupation of the Zaporizhia nuclear power plant through administrative and regulatory procedures. On February 3, the interim head of Roskomnadzor, Andrei Tyurin, visited the plant to discuss “key aspects related to operation and safety.”

    During the visit, Tyurin and representatives of Rostekhnadzor focused on licensing activities. Russian officials announced that the regulatory authority will grant, in the following month, a license for the operation of power unit no. 2. In June, the same institution had already issued a license for power unit no. 1.

    At the same time, the Russian occupation administration declared the official completion of the power plant’s transition to a standard organizational structure, specific to Russian nuclear power plants.
