    The European Union has added to the sanctions list nine Russian military officers, believed to be involved in the killing of Ukrainian civilians in the town of Bucha. The decision was made by the European Union within the sanctions regime related to the war in Ukraine.

    The sanctions list includes the former commander of the troops from the Eastern Military District of Russia, Colonel-General Aleksandr Ciaiko, as well as Major Generals Vadim Pankov, Vladimir Seliverstov and Sergei Ciubarikin.

    Also, the sanctions target Colonels Aleksei Tolmacev, Andrei Kondrov and Artem Gorodilov, Lieutenant Colonel Denis Suvorov and the paratrooper from Pskov Viktor Filonov.

    In justification of the decision, it is stated that they “commanded military units during the period when hundreds of civilians were killed, in some cases as a result of brutal executions”. According to the European Union, the troops under their command would have also been involved in looting, tortures, and forcing civilians to collect the bodies of killed Russian soldiers.

    According to the authorities in Ukraine, during the Russian occupation, which lasted until March 31, 2022, 554 civilians were killed in the urban community of Bucha.

    Russian authorities have repeatedly claimed that the photos of the victims’ bodies — many of them with their hands tied behind their backs — were a “staging”.
