    A conflict has erupted within the Russian elite, between two influential officials from Putin’s inner circle: the deputy chief of staff, Sergei Kirienko, and the Minister of Defense, Andrei Belousov.

    The dispute between the two arose over the formation of the ruling party United Russia’s lists ahead of the State Duma elections.

    Putin has promised guaranteed parliamentary seats for 150 combat soldiers from the Russian Armed Forces during the war against Ukraine, as a political reward for their participation in the war.

    However, the lists are compiled by Kirienko’s team. In a closed-door meeting, Belousov discovered that among the candidates there were not front-line soldiers, but officials who officially served far from the battles, writes Corriere della Sera.

    Fear at the Kremlin

    Kirienko opposed Belousov, fearing the emergence in parliament of influential military figures who could escape political control, such as Evgheni Prigojin, a former ally of the Kremlin who rebelled in 2023.

    According to sources, the Kremlin fears the strengthening of independent figures with military authority.

    The growing influence of Belousov

    Belousov’s political influence has significantly increased since criminal cases were opened against the close circle of the former Minister of Defense, Sergei Shoigu. Within the elite, he is perceived as a figure associated with the “patriotic” wing of the government and supported by parts of the security forces and the Russian Orthodox Church.

    Experts note that this conflict reflects deeper tensions within the Russian power system, where competition for influence is intensifying against the backdrop of war and preparations for parliamentary elections.
