Unit 731 is the work of Nichita Popescu, a neo-Nazi from the Republic of Moldova, who holds Romanian citizenship and is settled in Germany. He boasts that he follows the model of similar organizations in Russia and Ukraine.

Nichita Popescu has come to be detained by the law enforcement in Germany for his actions. He is accused of intending to trigger a terrorist war, as well as to replace the Romanian government with a socialist-nationalist one.

The actions promoted by Popescu include the deliberate disclosure of personal data, public physical assault, mutilation or even killing of enemies. The group also encourages the vandalization of administrative buildings, the use of explosive materials, and obtaining necessary funds through drug trafficking, according to materials published by Pressone.

Popescu was arrested in the Enz region of the Baden-Wurttemberg state in Germany. According to the investigation, he allegedly provided instructions on the manufacture of dangerous and explosive substances to his followers, as well as on the creation of booby-trapped vehicles.

A German court will determine whether Popescu will be placed in pretrial detention.
