Vladimir Putin bans the publication of information about “activities in the energy and fuel complex”, an attempt to block the public dissemination of information about Ukrainian attacks on Russia’s oil refining infrastructure, reports The Moscow Times. The decree was signed on Monday, September 28, and also restricts and classifies access to information about attacks on refineries in Russia.
According to the document, published on the official legal information website in Russia, the dissemination of data regarding the activity of Russian refineries, which have become targets of Ukrainian drone attacks and which have lost a third of their processing capacity this year, will be prohibited.
“Information regarding the processing and production volumes of a legal entity, specifically of a Russian refinery“, according to the decree, is included in the list of data to which access is “restricted“.
Also, the publication of information regarding the name and quantity of exported energy products, sellers, buyers and intermediaries, settlements between parties, delivery times and dates, means of transport used, routes, terminals and warehouses, including their geographical coordinates, will be prohibited. The “aggregated information from customs statistics”, as well as data on “planned volumes for the marketing of products” in the energy sector will become secrets.
According to the decree, the prohibition does not only apply to state authorities, such as Rosstat, which publishes official statistics, but also to the press and any internet publications, with the exception of information made public by the manufacturing or exporting company itself.
“The dissemination of information included in the list approved by this decree, including through mass media or communication and information networks, including the internet, is not allowed, except for information about their own activity made public by the legal entity,” is specified in the decree.
