Russian President Vladimir Putin has signed a decree classifying people who lack a Russian passport or residency status and cannot provide documents proving they are citizens of a “friendly” country as nationals of “unfriendly states”.
The amendments concern six decrees adopted between 2022 and 2024 governing measures to counter sanctions, reports zdg.md. The document was signed and published on November 5.
The amendments concern six pieces of legislation governing the financial system, transactions, and the fulfilment of financial obligations. Previously, the regulations explicitly targeted citizens of “unfriendly countries” or those conducting business in those states.
After the war in Ukraine began, Russia approved a list of “unfriendly” states. It includes more than 40 countries, among them all EU member states, the United States, Canada, the United Kingdom, Australia, Switzerland, and New Zealand.
