    Why do corruption investigations stop at the first mobilization? A story from Voronej

    A criminal case has been opened in the Voronezh region regarding the embezzlement of funds during the construction of concrete fortifications on the border with Ukraine, reports “Kommersant”. This is already the fourth such case documented in the border regions.

    According to the publication, the case of fraud on a particularly large scale targets the company “Avira”, which had signed a contract with a structure of the Kursk Region Development Corporation for the delivery of “concrete pyramids” (anti-tank obstacles). The investigation was opened as early as spring 2024. The production of these structures was carried out by the company “Energostroikomplex” (ESK) from Voronezh in the period 2022–2023, but payment was never made.

    In October 2024, the owner of “Avira”, Vadim Subbotin, was charged. Subsequently, he signed a contract with the Russian Ministry of Defense to participate in the war in Ukraine, which allowed the suspension of the criminal investigation. Representatives of the aggrieved company are now calling for the resumption of the investigation and checking the conditions under which Subbotin would have been accepted into military service. According to them, the businessman continues to appear in Voronezh and carry out his commercial activities without any problems.

    The judges have already approved the seizure of Subbotin’s assets, including luxury cars and bank accounts.
