    Russia’s cyberattacks or those of Russian groups focused in 2025 on Ukraine and NATO member countries, according to an annual report by Microsoft published on Thursday.

    “Russian state actors have expanded the scope of their targets this year, to infiltrate networks and devices mainly in Ukraine and in the member states of the North Atlantic Treaty Organization”, it is stated in the Microsoft Digital Defense Report (MDDR).

    According to this report, the ten countries most targeted by Russia’s online attacks or by private actors affiliated with it were all NATO members, with the exception of Ukraine, reports Agerpres.

    The number of cyber attacks attributed to Russian actors has increased by 25% in a year, reveals Microsoft, which does not detail the total number of attacks.

    Ukraine is the most targeted

    Ukraine remains the most targeted country, with 25% of attacks, the company claims.

    The American giant also reveals a shift in the targets chosen by groups linked to Russia.

    Attacks have thus targeted small businesses in countries allied with Kiev. “Russian state actors may also consider these smaller targets as less resource-intensive access points that they can use to access larger organizations”, explains Microsoft.

    Outside of Ukraine, the risk is “almost exclusively related to cyber espionage”, according to the report.

    Among the most targeted organizations, governments predominate. This is followed by attacks targeting the research and education sector, which is on the rise. NGOs and think tanks rank third.
