    Roskomnadzor receives the red button: total access to internet blocking

    The Government of the Russian Federation has granted Roskomnadzor (RKN) the right to disconnect Runet (the Russian segment of the internet) from the global network and to block any website. The new “Centralized Network Management Rules” will come into effect on March 1, 2026.

    According to the new rules, Roskomnadzor can activate these powers in case of the emergence of “threats to the stability, security, and integrity” of the internet operation in Russia.

    The list of situations considered risky and that can justify intervention includes:

    • network node failures or overloads;

    • malfunctions of critical infrastructure;

    • cyber attacks;

    • dissemination of prohibited content;

    • disruption of connections between Russian networks and foreign ones;

    • inability to exchange information within the country.

    In such cases, Roskomnadzor will be able to:

    • issue mandatory orders to internet providers to limit access to certain resources;

    • redirect traffic through threat-combatting equipment;

    • modify data transmission routes and network configurations;

    • activate content filters and blockages;

    • and in extreme cases – completely isolate Runet from the rest of the global internet.
