The data of a new study conducted by the experts of the Central Bank of the Russian Federation show that the war in Ukraine has caused a paradoxical social redistribution: families with low incomes have recorded the highest increases in real income, while Russians with above-average income have been the main losers.

The analysis is based on the results of the national survey on household finances, conducted once every two years. According to the study, in the period 2022–2024:

    • 65% of households have seen an increase in real income (adjusted for inflation),

    • 26% have recorded decreases in real income,

    • 22% of families have recorded an increase in income by over 50%,

    • 19% of families have lost at least 10% of income in real terms.

According to the authors of the research, those who have gained the most are households at the lower end of the income in 2022, who have benefited from:

    • wage increases in industries related to defense and military construction,

    • one-time payments from the state,

    • compensations for mobilized and veterans.

On the other hand, households with stable and above-average income are the ones who have felt the strongest inflation and loss of purchasing power. They did not benefit from direct forms of support from the state and were affected by the stagnation of real income and the accelerated increase in the cost of private services.
