The activity report of the Supreme Defense Council of the Country (CSAT) for the year 2024, presented Tuesday in the Defense committees, officially confirms the causes that led to the cancellation of last year’s presidential elections.

The document, which is to be submitted for the approval of the Parliament plenary, provides an overview of the security risks that marked the previous election year, notes Digi24.ro.

At the same time, the current president, Nicușor Dan, is expected to present in the first part of 2026 a detailed report of his own regarding the cancellation of the 2024 vote.

    Russia’s Target: Romania’s Social Cohesion

According to the cited document, CSAT found in the meeting of November 28, 2024, the existence of major risks to national security, generated by state and non-state cyber actors.

The report explicitly emphasizes Moscow’s interest in destabilizing Romania. Council members noted that there were cyber attacks intended to “influence the fairness of the electoral process”.

“According to the presented documents, Council members found that there were cyber attacks with the purpose of influencing the fairness of the electoral process (…) In the current security and especially electoral context, Romania, along with other states on the Eastern Flank of NATO, has become a priority for the actions of actors such as the Russian Federation,” is stated in the CSAT report.
