    Controversial Project in Russia: FSB could monitor citizens’ accounts without judicial oversight

    The Federal Security Service of Russia (FSB) intends to obtain the legal right to access the personal data of Russian citizens from banks, tax institutions, real estate transaction registries, and other financial structures — according to a draft order published on the portal of regulatory acts in Russia.

    At present, the FSB does not have this right, and requests for access to such data can only be made by 17 categories of officials, including judges, prosecutors, governors, and members of the presidential administration.

    The new legislative initiative would allow a significant expansion of the list of persons with access rights, including the central leadership of the FSB and the heads of regional departments. According to the project, the institution justifies the move by the need to implement the presidential decree signed by Vladimir Putin on October 6, 2025, entitled “On Additional Measures to Combat Corruption”.

    If the project is adopted, the deputy directors of the FSB and other officials of the institution could request sensitive information about citizens from:

    • The Central Bank,

    • commercial banks,

    • tax services,

    • The central register of credit histories,

    • credit bureaus,

    • registrars of real estate transactions and

    • custodians of financial assets.
