Plans to integrate Ukraine into the European Union before completing all necessary reforms, as well as discussions about bypassing Hungary’s veto, indicate an increasingly urgent sentiment in Brussels, writes politico.eu.

The European Union is examining an unprecedented plan that could allow Ukraine a form of partial accession as early as next year, according to several European officials and diplomats. The initiative aims to strengthen Kiev’s anchoring in Europe and limit Moscow’s influence.

Four years after the large-scale Russian invasion, and in a context where Ukraine is pushing for EU accession in 2027 to be included in a possible peace agreement with Russia, the proposal would mark a major shift from the traditional way the community bloc receives new members. Specifically, Ukraine would participate in EU structures before completing all the reforms required for full member status.

European officials and representatives of the Ukrainian government say the process is urgent. President Volodymyr Zelensky stated in Kiev that Russia will likely try to hinder Ukraine’s approach to the EU. “That’s why we insist on a clear date,” he said. “That date should be signed by Ukraine, Europe, the United States, and Russia.”
