The Military Tribunal of the Reutov Garrison has sentenced the former head of service of the Research Institute No. 1 of the FSB, Lieutenant Colonel Sergei Efimov, to 13 years in prison in a general regime colony, a fine of 1.5 million rubles and the withdrawal of his military rank. Additionally, he will not be able to hold positions in public service for five years, reports RBC.

The co-defendant in the case, the accountant of the company “Intelferrum”, Marina Halandaci, was sentenced to 10 years in prison and a fine of 1 million rubles.

The two were found guilty of particularly large-scale fraud and money laundering within an organized group. In the case of Efimov, the court also upheld the charge of abuse of power in the execution of a state defense contract.

Both defendants declared their innocence.

According to the investigation, in 2023 Efimov allegedly influenced the public procurement of components for the drone jamming systems “Obereg-22”, “Obereg-23” and “Oblik-22” through companies under his control — “Spettehmet” and “Intelferrum”. The latter was managed by his childhood friend, Aleksei Sokolov.

The damage estimated by investigators is 12.7 million rubles.

According to the prosecutors, the defendants allegedly ensured their companies won the bids by offering overpriced bids, and after receiving the budget funds, they would transfer the money through accounts they controlled, presenting the operations as actual equipment deliveries.
