In the villages of Kliuci and Malinovka in the Chelyabinsk region, on January 15, the power was cut off during a frost of -35°C. The authorities failed to promptly resolve the issue, and the residents were left without electricity, water, and heat for three days.
People recorded a video appeal addressed to the head of the Investigative Committee, Aleksandr Bastrykin.
“Every winter, when temperatures drop below -20°C, the same situation repeats in our localities: due to overloads, there are breakdowns on the high voltage lines, and we are left without power… It is impossible to live under these conditions. The situation is critical. We request your intervention for a comprehensive solution,” the residents declared.
Subsequently, the Investigative Committee opened a criminal case for the provision of services that do not meet safety requirements (art. 238, para. 1 of the Criminal Code). The institution specified that unidentified employees of the electricity supply company allowed the prolonged interruption of power supply in the cold season, creating a real threat to people’s lives.
