Russian law enforcement forces could be tasked with carrying out “preventive measures” among the population for offenses such as “avoiding the obligation to defend the country” and “distorting historical truth”. The bill was adopted on Wednesday in its first reading by the State Duma, reports Interfax.
The document provides for the completion of the federal law 182-FZ with new grounds for the application of preventive measures, which can be implemented by authorities such as the prosecutor’s office, the Investigation Committee and other institutions.
The project introduces the possibility of issuing official warnings about the inadmissibility of actions that can create conditions for such violations. Also, individuals who have already been sanctioned under the relevant articles of the Criminal or Administrative Code could be subjected to a preventive surveillance regime, previously stated the chairman of the Security Commission in the State Duma, Vasili Piskarev.
According to the explanatory note, the purpose of the initiative is to improve the preventive activity of law enforcement agencies and to combat actions of “distorting the traditional values of the peoples of Russia regarding the defense of the Motherland and the falsification of history”. The authors of the project argue that the measure will contribute to the protection of the “national interests” of the Russian Federation, provided for in the National Security Strategy.
