    At least 12 regions in Russia have launched time-limited campaigns in 2025, offering increased payments for citizens who sign contracts with the Ministry of Defense. These offers are typically valid between one and a half and three months, according to the investigation conducted by the publication “Vajnîie istorii”.

    The largest regional payment – of 3,000,000 rubles (approximately 29,400 euros) – is granted in the Tiumen region, between October 6 and November 30. Adding the federal payment of 400,000 rubles (approximately 3,920 euros), the total amount reaches 3,400,000 rubles (about 33,300 euros). According to the military commissioner of the region, Sergey Circov, the number of applications has doubled since the launch of this offer.

    Other regions offering substantial amounts include:

    • Khanty-Mansi Autonomous District: 2,650,000 rubles (about 25,980 euros)

    • City of Nizhnevartovsk: 2,750,000 rubles (approximately 26,960 euros)

    • Tula, Moscow and Tambov regions: each 2,600,000 rubles (approximately 25,500 euros)

    • Chelyabinsk region: 2,400,000 rubles (23,520 euros), during the period October 20 – December 20

    Similar campaigns are also reported in the Kostroma, Omsk, Vladimir and Novosibirsk regions. However, authorities do not always update the conditions or terms in time. For example, recruiters from the Vladimir region continue to promote an amount of 2,100,000 rubles (20,580 euros), even though the offer expired on September 30.

    In parallel, at least six regions have reduced the amounts offered in 2025:

    • Tatarstan: from 2,700,000 rubles (26,470 euros) to 400,000 rubles (3,920 euros)

    • Mari El: from 2,200,000 rubles (21,570 euros) to 400,000 rubles

    • Chuvashia: from 2,100,000 rubles (20,580 euros) to 400,000 rubles

    Changes are not always communicated to the general public, but only through the websites of military commissariats or in the decrees of regional leaders.
