In spite of the authorities’ promises to reduce the medical staff deficit, the problem continues to worsen. In 2024, Russia had 1,407,500 mid-level medical workers, or 96.3 specialists per 10,000 inhabitants. This is the lowest indicator since 1960, when there were 69.2 doctors per 10,000 inhabitants, according to Rosstat data, published in the “Russian Statistical Yearbook”, cited by the “Verstka” publication.

Official statistics show that the highest number of mid-level medical workers per capita was recorded in 1990 — 124.4 per 10,000. By the year 2000, the indicator had dropped to 107.6 and continued to decline steadily. Currently, the highest workload on mid-level medical staff is recorded in the Leningrad regions (156.7 people per medical worker), Moscow (146.5) and in the annexed Sevastopol (143.8). In this category, Rosstat includes paramedics, midwives, nurses, laboratory technicians, and dentists.

In the last 14 years, the number of nurses has dropped from 72.7 to 68.7 per 10,000 inhabitants. According to the World Health Organization, the same level of medical staff is recorded in Egypt, South Africa, and some European countries. For comparison, in the USA, Norway, Germany, and Japan, the number of nurses per 10,000 inhabitants exceeds 100.
