Russian soldiers without a university degree who are taking part in the war against Ukraine will be able to train for roles in public administration under the “Time of Heroes” programme, launched on Vladimir Putin’s orders to cultivate a “new elite” for Russia, The Moscow Times reports.
The announcement was made by Aleksei Komissarov, rector of the Russian Presidential Academy of National Economy and Public Administration, who said that many service members want to earn a university degree “to embark on a new career path.”
In an interview with the financial daily Kommersant, Komissarov said university representatives had “heard” of the military’s wishes, but insisted that “we are not lowering the bar.”
“The selection process remains rigorous and takes place in several stages,” he said, adding that the number of participants in the program would remain roughly the same—around 80 people per cohort.
