The Chairman of the State Duma, Vyacheslav Volodin, accused the Russian Minister of Labor and Social Protection, Anton Kotyakov, of “irresponsibility and inefficiency” in managing the employment of migrants.
According to Volodin, an order from the Ministry of Labor has allowed a large number of foreign specialists to enter Russia, including medical staff who have not confirmed their professional qualifications. He stated that the number of migrants who arrived was much larger than the initial staff requirement declared by the regions.
The Speaker of the Parliament invoked data from the General Prosecutor’s Office, according to which, in 2025, irregularities were detected in the accreditation process of medical specialists who studied abroad in 27 regions. In another 17 regions, cases of employment without the mandatory confirmation of qualifications were discovered.
Volodin has requested that the list of professions in which migrants can be employed in Russia be reduced “to a minimum”, asserting that the country needs to prepare its own specialists.
