An investigation published by the “Dosare” Center shatters the clean technocrat image of Russian Prime Minister Mikhail Mishustin. The inquiry reveals how his associates laundered billions of rubles and how a company covertly controlled by his family manipulated military transports intended for the Ukrainian army, in the midst of war.

While the Kremlin imposes drastic laws on “patriotism” and demands total sacrifices from the Russian population, the Moscow elites continue to secure their vast fortunes through methods worthy of spy novels. The most recent investigation by journalists from the “Dossiers” Center focuses on Natalia Stenina, the sister of Russian Prime Minister Mikhail Mishustin. Financial documents leaked to the public reveal an astronomical discrepancy between her official income and the reality in her bank accounts.

The Mathematics of Corruption

During the course of 2022, Natalia Stenina placed no less than 12 billion rubles (over 130 million dollars) in a deposit at Gazprombank. According to the analyzed data, the prime minister’s sister collected a sum of one billion rubles in interest alone in a single year. A year earlier, in the same bank, her accounts housed another 6 billion rubles.

Where is the anomaly? In the official employment records, Stenina has been listed since 2017 as the advertising director at the company “Tekadom”, part of the group owned by oligarch Emin Agalarov, where she earns a monthly salary ranging between 25,000 and 60,000 rubles (approximately 300–700 dollars). Financial analysts have calculated that, from this legal salary, the Russian official’s sister would have needed thousands of years to save the amount deposited in the bank. Even the historical dividends previously received from the private group UFG (approximately 10 million dollars) represent only a tiny fraction of the real wealth displayed.

The fictitious marriage and the real estate network in Rubliovka

To legitimize and hide the origin of these funds, classic facade schemes were used. Between 2008 and 2020, Stenina was officially married to Aleksandru Udodov, a businessman from Mishustin’s inner circle. However, the investigation shows that the marriage was completely fictitious.

Leakages of information reveal that, throughout all these years, Stenina continued to live and share her life with her first husband, Sergei Stenin, the father of her two children, while Udodov never shared with her an address, a car, or even a plane flight.

“I have never seen Udodov in the company of Natalia Stenina,” stated Kiril Kaciur, his former business partner. Udodov’s role was strictly that of a financial interface. Through him, the prime minister’s sister received “donations” consisting of luxury villas and lands on Rubliovo-Uspenskoe highway, in the famous residential area Nikolina Gora, properties that in the Russian public registers appear today as secret under the generic ownership “Russian Federation”.

The lamented opponent Aleksei Navalny had labeled Udodov as early as 2020 as a “tax swindler” specialized in illegal VAT recoveries, a front that sold Mișustin’s political influence on the market.
