    The European Commission is preparing a project of measures to reduce border blockages and create common rules for military transport, in the context of concerns about European security and the need for a rapid response in crisis situations.

    The European Commission intends to launch a set of measures to facilitate the rapid movement of armed forces within the European Union, according to a draft document consulted by Reuters.

    The new proposal aims to create both an emergency system for cross-border military transport and the development of an initiative through which member states can pool their transport capabilities.

    The European Union considers military mobility an essential area for strengthening European defense, especially in the context of fears of a possible Russian aggression and uncertainties about the future of the United States’ security commitment.

    Although there have been attempts to harmonize standards and infrastructure in recent years, differences between member states’ regulations and transport network limitations continue to hinder the movement of troops and military equipment.

    An audit conducted at the beginning of the year showed that the EU has not yet achieved its goal of being able to rapidly mobilize military personnel, equipment, and supplies across borders, due to bureaucracy and the lack of a unified framework.
