Vladimir Putin has signed a decree authorizing the temporary state management of critical infrastructure facilities, whose owners fail to protect them from Ukrainian drone attacks. It concerns properties that manage fuel, energy, entities in the field of industry, transportation, communication, logistics and “other facilities of special importance for ensuring security and economic stability”..
External management will be imposed if the owners have not taken security measures, have violated the protection requirements set by the authorities, have created a threat to safety, writes Meduza. Also, the measure will be applied if businessmen fail to restore their critical infrastructure after attacks.
The Federal Agency for State Property Management or “another entity” designated by the Russian Government will be able to take control of the property.
The authorities will be able to transfer the rights over the securities and assets of the facility owner to the temporary administrator. The maintenance of the properties will be financed from the revenues obtained from their use.
