Ukraine will sign the 20-point peace agreement regarding the resolution of the Russo-Ukrainian war with the United States, while Washington is set to sign a separate document with Russia, stated Foreign Minister Andrii Sibiha, in an interview granted to the European Pravda publication.
The 20-point framework agreement, currently at the center of negotiations, is bilateral, the Ukrainian official announced.
“If we strictly talk about this 20-point framework, it is a bilateral document, which will be signed by the United States and Ukraine. The USA will sign the document with Russia,” the minister declared.
He emphasized that discussions are currently underway and that the final documents could undergo changes.
The clause regarding the EU will be signed with the EU agreement, which is not a signatory to the agreement
A provision of the peace plan refers to Ukraine’s accession to the EU. Commenting on this aspect, Sibiha emphasized that, even without a signature on the document, no provision can be adopted without the agreement of European partners.
In addition, the idea of Ukraine joining the EU in 2027 is still under discussion.
“The date is a complicated matter. The EU has its own procedures and we are obliged to respect a consensus-based approach,” explained the Ukrainian foreign minister.
Solid security guarantees, not assurances
Sibiha emphasized that European partners are involved in the peace process, including discussions about security guarantees for Ukraine.
He highlighted that, for the first time, discussions are focusing on legally binding guarantees, rather than political declarations.
“It is important to have an agreement on the need to ratify these guarantees, including in the US Congress,” he added.
