The Russian Government has decided to allow regions to redirect funds previously allocated for the modernization and repair of communal infrastructure towards the war in Ukraine.
The bill initiated by Prime Minister Mihail Mishustin was examined by the State Duma under emergency procedures: the document was submitted on June 8, and by June 10 it had already been adopted and sent to the Federation Council.
According to the “Mojem Obiasnit” project, the changes target regions with a budgetary insurance coefficient below 0.9. Among these are the Briansk, Pskov, Ivanovo, and Kurgan regions, as well as the republics of Mari El, Mordovia, Kalmykia, and Ingushetia.
These regions will be able to benefit from the cancellation of a portion of the debts related to the loans received from the federal budget and will have the right to use the released funds for expenses related to the “special military operation”, including for the recruitment of new contract-based soldiers.
At the same time, the obligation to spend at least half of these amounts on communal service infrastructure, such as replacing utility networks or modernizing elevators, is eliminated.
