    The spouses of Russian soldiers killed in the war against Ukraine will be able to enter university without exams. A bill to this effect was approved by the State Duma in the first reading on January 13.

    Budget places in higher education institutions (bachelor’s and specialization) will be offered to the widows and widowers of participants in the “special military operation” within a separate quota. In addition, the law provides for free training in preparatory courses organized by federal state universities.

    The authors of the project are a group of senators and deputies from the “United Russia” party. The explanatory note mentions that “the spouses of deceased soldiers are in a vulnerable social situation, as the loss of the family breadwinner” forces them to look for work, “especially if they are not already employed”.

    “In this context, it is necessary to offer them the opportunity to obtain a qualification, a requalification or, in some cases, to learn a profession from scratch, in order to be able to lead a decent life with their children,” the initiators emphasize. Universities will be obliged to accept these people on budget places regardless of whether they have a previous higher education diploma or not. If they are employed, they will be able to benefit from paid leave during the exams and the defense of the graduation thesis.
