On the night of November 9, the armed forces of Ukraine attacked the Voronezh region. The governor of the region, Aleksandr Gusev, announced that a “communal objective” was engulfed in flames, which led to the temporary suspension of electricity supply in certain areas of the regional capital. At the same time, “for technological security reasons”, measures were taken that led to a decrease in temperature in the centralized heating system of the residences, the official specified.

The target of the attack was the TETs-1 thermal-electric power plant, which supplies energy to four districts of the city of Voronezh, as well as several enterprises, according to the independent publication Astra, which analyzed images from the scene and reports from local discussion groups. Ukrainian sources claim that missiles were launched at the power plant, one hitting the turbine generator building, and two others destroyed the roof and essential parts of the boiler room, including the main technical installations.

Following another missile attack, on the evening of November 8, the energy and heating systems were also damaged in the city of Belgorod, announced Governor Viaceslav Gladkov. He added that over 20,000 residents of the Dubovoie locality were left without electricity. According to the publication Pepeol, the attack targeted the “Luci” thermal-electric power plant, which remained the only source of heat for the regional capital, after the Ukrainians had previously destroyed the gas turbines of the power plant in Belgorod. As a result of the attack, the remaining installations at “Luci” were severely damaged.
