An analysis by the Institute for the Study of War (ISW) shows that Moscow is creating the necessary framework for resuming energy production and connecting the plant to the Russian electrical grid.<\/strong><\/p>\n<p>According to experts from the <a href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/russian-occupation-update-february-5-2026\/\" rel=\"nofollow\">ISW<\/a>, Russian authorities are trying to legalize the occupation of the Zaporizhia nuclear power plant through administrative and regulatory procedures. On February 3, the interim head of Roskomnadzor, Andrei Tyurin, visited the plant to discuss &#8220;<i>key aspects related to operation and safety<\/i>.&#8221;<\/p>\n<p>During the visit, Tyurin and representatives of Rostekhnadzor focused on licensing activities. Russian officials announced that the regulatory authority will grant, in the following month, a license for the operation of power unit no. 2.
