Many Ukrainian commentators have focused on\u00a0Transdniestria<\/em><\/a>\u00a0<\/em>as an example of the way in which Moscow uses a frozen conflict to influence a former Soviet republic, but they might learn more from considering the case of\u00a0Gagauzia<\/em><\/a>, an autonomy that was reintegrated into\u00a0Moldova<\/em><\/a>\u00a0<\/em>but remains a tool for Russian leverage there.<\/p>\n

If Transdniestria demonstrates the ways in which Moscow can use a part of Moldova that remains\u00a0de facto<\/em>\u00a0outside of Moldova\u2019s legal space, Gagauzia, a Christian Turkic republic of some 200,000 people southeast of Chisinau, shows how Moscow can and does use an autonomy it has long supported that\u00a0de jure<\/em>\u00a0is fully part of Moldova.<\/p>\n

A few Ukrainian analysts,\u00a0Serhii llchenko<\/em><\/a>\u00a0<\/em>most prominently, have considered the\u00a0Gagauz precedent<\/em><\/a>, but even they have failed to consider how extensively Moscow has\u00a0intervened<\/em><\/a>\u00a0<\/em>there or\u00a0made use<\/em><\/a>\u00a0<\/em>of its power.<\/p>\n

Whenever something is going on in or with Moldova that Moscow disapproves of, Russia has orchestrated Gagauz opposition, be it to\u00a0rapprochement<\/em><\/a>\u00a0<\/em>with Romania and Europe, the\u00a0subordination<\/em><\/a>\u00a0<\/em>of the Moldovan Orthodox Church,\u00a0language<\/em><\/a>\u00a0<\/em>or\u00a0Transdniestria<\/em><\/a>.<\/p>\n

And what is still worse or at least far more at variance with international and Moldovan law, Russian \u201cdiplomats\u201d in Chisinau have even gone so far as to\u00a0recruit Gagauz residents<\/em><\/a>\u00a0to fight in Moscow\u2019s imperial war in Ukraine.<\/p>\n

Now that there appears t be movement regarding Transdniestria, Moscow is again playing the Gagauz card, with apparent success in Chisinau (fondsk.ru<\/a><\/em>\u00a0and\u00a0sputnik.md<\/a><\/em>).<\/p>\n

And in yet another twist, the Russian authorities appear to be\u00a0making use<\/em><\/a>\u00a0of their expanded cooperation with Turkey, which also has played a role in Gagauzia, to ensure that Ankara helps Moscow make use of that autonomy against Chisinau in exactly the ways the Kremlin wants.<\/p>\n

That is another and disturbing result of the cozier relationship between Moscow and Ankara because until recently, Turkish involvement in Gagauzia was something anti-Moscow Gagauz and Moldovans more generally counted no to limit Moscow\u2019s influence. Now that appears to be gone or at least much reduced.<\/p>\n
