A region in Siberia has increased the amount paid to those who recruit foreign citizens for the Russian army, reaching the highest reward of this kind ever offered by a Russian region.
The government of the Irkutsk region has established a payment of 1.5 million rubles (approximately 17,800 dollars) for each person who assists a foreign citizen or a stateless person to sign a contract with the Russian Ministry of Defense, writes kyivindependent.com.
The Governor of the Irkutsk region, Igor Kobzev, signed the decree at the beginning of this week.
The region has been offering incentives for the recruitment of contract soldiers since April. Until now, recruiters could receive at most 400,000 rubles (about 4,700 dollars), which means that the maximum amount paid for bringing in a foreign citizen has increased almost four times in just seven months, according to the Viorstka publication.
The new decree introduces, for the first time, a separate category for foreign citizens and stateless persons. At the same time, payments for the recruitment of Russian citizens registered outside the Irkutsk region have doubled, from 400,000 to 800,000 rubles (about 9,500 dollars).

The Smolensk region has increased the reward given to recruiters from 115,000 rubles (approximately 1,300 dollars) to 1 million rubles (about 11,900 dollars), while the Ryazan region has increased some payments to 805,000 rubles (approximately 9,500 dollars).
The increases come in a context where more and more evidence shows that Russia relies on foreign citizens, especially from low-income countries, to supplement its military forces.
