In Russia, juvenile crime increased in 2025, stated Vladimir Putin during the extended meeting of the Ministry of Internal Affairs of Russia.

According to Putin, the proportion of serious and particularly serious crimes committed by minors exceeded 40%.

“At the end of 2025, for the first time in a long period, we unfortunately observe an increase in juvenile crime. At the same time, the proportion of serious and particularly serious crimes among these acts exceeded 40%. The situation requires an operational response,” Putin said, emphasizing that the negative trend causes “particular concern”.

He added that almost half of the minors involved in crimes last year — about 45% — acted in groups. The Kremlin leader also called for holding adults accountable who “use minors to commit crimes”.

According to a report by the Ministry of Internal Affairs of Russia, in 2025, 22.2 thousand minors were detained — 5% more than in the previous year. The last time an increase in this indicator was recorded was in 2015. The total number of crimes committed by children or with their participation reached 29 thousand, an increase of 10%. Also, the number of adults convicted for involving teenagers in criminal activities increased by 16%.
