By December 2025, a service could be launched in Russia that will allow the state to take control over the data of all bank cards held by citizens, Anatoli Aksakov, the chairman of the State Duma Committee for the Financial Market, told Izvestia.
The proposal to create such a registry was put forward as early as spring by the Ministry of Finance and the Central Bank. According to them, the new system should allow authorities to track the limits on the number of cards a person can hold — a measure that could come into effect by the end of the year, in the context of the fight against the phenomenon of “dropperism” (voluntarily surrendering cards to fraudsters).
Previously, the Ministry of Finance and the Central Bank proposed creating a unique digital identifier for each individual, including foreign citizens, identifiable by the tax code (ИНН). According to analyst Igor Rastorughev from AMarkets, the new service would allow financial authorities “to see all active cards in one place” through data exchange between banks and the central bank. He believes that the platform could be operational by December and will resemble the already existing “Know Your Customer” system used for monitoring suspicious companies.
According to the senior partner of the IT integrator Ensign, Alexei Postrigaillo, the system will allow each citizen to quickly visualize all the cards issued in his name and detect any fraudulently issued cards.
The new rule on the number of cards allows a maximum of 5 cards per bank and no more than 20 in total, regardless of the financial institutions. Initially, a limit of 10 cards was discussed, but the proposal was revised. Authorities justify these restrictions by the need to combat “droppers” – people who provide access to their cards and accounts to criminals. According to Vladimir Cernov from Freedom Finance Global, in 2024, fraudsters stole 27.5 billion rubles with the help of droppers – a 75% increase from the previous year.
