Vladimir Putin has signed a decree on the establishment of the Russian Society of Inventors and Rationalizers — a structure that existed in the Soviet Union, intended to unite the efforts of the state and society to achieve a leading technological position.
The document, published on the official regulatory acts portal, stipulates that the new organization must support the development of invention and rationalization activities, promote them, and support the implementation of engineering and technical initiatives.
The government has been asked to provide budgetary subsidies for the operation of the company, including for the regional branches. Also, the Ministry of Science and Higher Education of Russia, together with Rosimushchestvo, must ensure the headquarters in Moscow and the infrastructure throughout the territory.
In the USSR, there existed a similar structure – the Union Society of Inventors and Rationalizers (VOIR), established in 1958 and one of the largest public organizations of the time. It was responsible for identifying and implementing technical proposals in the industry. At its peak, the organization gathered approximately 15 million members – workers, engineers, researchers, and designers.
