The former president of the State Building Commission in the State Duma, Yuri Naps (LDPR), was stripped of his deputy mandate on Thursday, April 3, after not showing up for work for approximately two years, announced the press service of the lower house of the Russian parliament. According to the first vice-president of the Duma Ethics Commission, Vasili Piskarev, 321 deputies voted for this decision. The topic was discussed in a closed-door session.
Previously, the parliamentary committee on regulations had established that Napso, aged 51 and first elected to the State Duma in 2007, had been “periodically on medical leave starting from April 2023, and had been absent from work on the days in between”. It was found that he had been absent for at least “approximately two years, including over 200 days without a valid reason”, which proves “lack of good faith in his actions”, representatives of the Duma stated. According to Kommersant newspaper, Napso is currently living in Dubai (United Arab Emirates). He stated that he is undergoing treatment there for a “serious condition”.
Commenting on the decision regarding the withdrawal of his mandate, Piskarev declared to RBK that deputies are obligated to attend Duma sessions, participate in committee activities, and provide support to their constituents. “How can he, being abroad, fulfill even one of these obligations?” he said. In turn, Napso declared that he intends to contest the decision before the Supreme Court.
