The State Duma of Russia has passed a law regarding the support of artificial intelligence technologies development. The regulations state that artificial intelligence must be sovereign, national, in accordance with Russian spiritual, moral, and traditional values. Through these new provisions, the state effectively imposes control over the field.

According to the document, a sovereign model of artificial intelligence will be considered one entirely developed by a Russian legal entity, with the complete cycle of creation, training, and data storage exclusively in Russian data centers.

A national model must also be developed by a Russian company and store data in Russia, but it is allowed to use foreign components, holding an open license, reports The Moscow Times.

Both categories will receive this status only after confirming their compliance with “traditional Russian spiritual and moral values.” The procedure for this verification will be established later by the cabinet of ministers.

The new regulations will come into effect on September 1, 2026.
