Russian students who fail the national 10th grade transition exam will automatically be redirected to free vocational training courses in technical fields. The State Duma adopted on November 19, in the second and third readings, amendments to the Education Law that allow these young people to be sent to vocational qualification programs, organized by regional authorities.
According to the document, each region will establish the list of professions for which students can be trained. The initiators of the project, including the Deputy Speaker of the Duma, Viktoria Abramcenko, and Deputy Piotr Tolstoi, assert that many students who fail the national exam lose almost a year until a possible re-examination – time that could be capitalized by acquiring a useful professional qualification.
After completing the vocational training program, students will again have the opportunity to take the state exam, and if they pass, they will obtain both the diploma of completion of full secondary education and a professional qualification certificate in the learned trade. The authors of the law argue that this approach will offer young people a second chance and a practical basis for their future profession.
