    The National Association of Health Managers (NAUZ) has sent a letter to Prime Minister Mihail Mishustin, in which it complains about the underfunding of the public health system and proposes to cover the deficit by redirecting a portion of citizens’ contributions to the Russian Pension Fund.

    According to the publication “Medvestnik”, the document shows that the current financing mechanisms through compulsory medical insurance (OMS) do not cover the costs for modernizing equipment. As a result, in 2024, the proportion of worn-out equipment in state hospitals reached 28.4%, and in some regions — up to 40% in the case of MRI and CT devices.

    To identify additional resources, the association proposes the redistribution of insurance contributions. Currently, employers pay total contributions of 30% of employees’ salaries: 22% for pensions, 5.1% for mandatory health insurance, and 2.9% for social insurance (temporary incapacity for work and maternity).
