President Vladimir Putin would create “informational conditions” for the resumption of partial forced mobilization of reservists, in order to replenish the losses of the Russian army in Ukraine, experts from the Institute for the Study of War (ISW) claim.
According to them, the preparation of a new “partial mobilization” would be indicated by the laws adopted at the end of last year, which allow the Russian Ministry of Defense to use a mobilizable reserve of approximately two million people. At the same time, the flow of contract soldiers would no longer cover the losses on the front. Western intelligence services estimates show that, in January, recruitments brought 9,000 fewer people than the number of soldiers lost on the battlefield.
Although the authorities have stated that the reservists will only be sent for the “guarding” of critical objectives, the law allows their use also outside the territory of Russia, ISW notes. In addition, since November, military offices carry out recruitments throughout the year, and in December Putin signed a law on the summoning of reservists for exercises, the institute’s experts also recall.
