    The introduction of criminal liability for domestic violence could become “a blow to the institution of the family,” stated Nina Ostanina, the chairwoman of the Family Protection Committee of the State Duma of Russia.

    According to the deputy, the return to criminal punishment for assaults committed against family members must be carefully analyzed, because, in her opinion, such a measure would not solve the problem of domestic violence on its own.

    Ostanina advocated for the development of preventive measures, including the establishment of crisis centers and the expansion of psychological assistance services.

    At the same time, the deputy characterized the 2017 decision to decriminalize the first cases of domestic violence as a mistake, and argued that these should be once again criminally punished.

    Currently, for a first case of domestic violence, Russian legislation stipulates a fine of up to 30,000 rubles, administrative arrest of up to 15 days, or community service. Ostanina believes that one of the reasons for the decriminalization in 2017 could have been the large number of such cases, which law enforcement agencies could not handle.
