Several government officials, parliamentarians, and directors of state-owned companies hold bank deposits in Russian banks totaling over 82.5 billion rubles (approx. 825 million euros), according to an investigation published by “Vajnîe istorii”. Many of these individuals are part of President Vladimir Putin’s inner circle.
For example, the CEO of “Rosneft”, Igor Sechin, has a deposit of 10.9 billion rubles (approx. 109 million euros) in the “Russian Bank for Regional Development” (VBRR), which is under the company’s control. Between 2021 and 2024, he earned nearly 5 billion rubles (approx. 50 million euros) in interest alone. Sechin has been working for Putin since they both served in the Saint Petersburg city administration in the 1990s. According to the Anti-Corruption Foundation (FBK), the head of “Rosneft” earns nearly 13 million rubles a day (approx. 130,000 euros per day).
Second in deposit value is the chairman of “Gazprom”, Alexei Miller, with 10.5 billion rubles (approx. 105 million euros) deposited in “Gazprombank”, a bank owned by the company. In four years, the accumulated interest amounted to nearly 5 billion rubles (approx. 50 million euros). Like Sechin, Miller was a colleague of Putin in the local administration of Saint Petersburg and was appointed by him to head “Gazprom” in 2001, immediately after he became president. Under Miller’s leadership, the company has awarded significant contracts to new oligarchs, including the Rotenberg brothers — personal friends of Putin.
A considerable sum is also held in banks by Sergey Chemezov, the director of the state corporation “Rostec”, the main supplier of weapons and equipment for the war against Ukraine. However, the largest assets are registered in the names of his relatives. Thus, Chemezov has about 1.8 billion rubles (approx. 18 million euros) in banks, while his wife, stepdaughter, and mother-in-law hold 6.3 billion (63 million euros), 3.8 billion (38 million euros), and 1.3 billion rubles (13 million euros) respectively. Together, the Chemezov family has over 13 billion rubles (130 million euros) in VTB and “Novikombank”, which is under Rostec’s control.
Chemezov was a colleague of Putin’s in the KGB residence in East Germany. He has been leading “Rostec” for over 17 years.
