The State Council of Tatarstan has submitted to the State Duma of the Russian Federation a bill that introduces the concept of “accusatory information” and prohibits its dissemination until a final court decision comes into effect.

The initiative also provides for limiting the possibility of initiating checks or verifications based on materials obtained as a result of journalistic investigations.

According to the document published on the State Duma’s website, by “accusatory information” is understood data or statements “which, directly or indirectly, lead an undetermined public to conclude that a natural or legal person has committed illegal, unfair or harmful actions” — regardless of whether these are formulated as opinions or assumptions.
