    The President of Russia, Vladimir Putin, has enacted a law that imposes severe restrictions on Russian citizens abroad who are convicted in absentia, including in politically motivated cases.

    The document targets individuals criminally convicted, but also those sanctioned for acts such as violating the legislation on “foreign agents”, collaborating with organizations declared “undesirable”, “discrediting” the Russian army, calls for imposing sanctions against Russia or for violating the “territorial integrity” of the Russian Federation.

    The law provides for the creation of an official register of persons who, according to the authorities, evade the execution of punishments and are abroad. The list will be managed by the Ministry of Justice, and the Attorney General and his deputies will be able to decide on the inclusion of individuals in this register.

    The information will be transmitted to the Ministry of Internal Affairs, FSB, Federal Penitentiary Service, judicial executors, Tax Service, Rosreestr, Central Bank, and other institutions, for the application of the restrictions provided by law.
