The President of Russia, Vladimir Putin, has enacted a law that expands the list of convicted individuals who can enter into contracts with the Ministry of Defense and can be sent to fight in the war in Ukraine.
The new law allows the recruitment of individuals convicted or accused of a series of serious offenses, including banditry, participation in criminal groups, drug trafficking, organizing illegal migration, smuggling of weapons, ammunition, nuclear materials or strategic goods, as well as for violating the security norms of the energy infrastructure or loss of documents containing state secrets.
The changes apply during the period of mobilization, martial law, or a state of war.
The bill was approved by the State Duma on July 22, in the second and third reading, at the initiative of the Russian Government.
