Russia is trying to expand its military presence in Belarus and to integrate this country’s defense industry more deeply into its own military-industrial complex, according to analysts from the Institute for the Study of War (ISW).
The aim of Moscow would be to consolidate its ability to reequip the forces involved in the war in Ukraine and to sustain a prolonged conflict.
According to information provided by the Belarusian opposition and quoted by analysts, Minsk is preparing the 558 Aircraft Repair Plant in Baranavici for the production of components intended for Su-25 attack aircraft.
The factory is already producing parts for aircraft such as Su-27, Su-30, and MiG-29. Currently, its capacity is being expanded with new production spaces totaling over 20,000 square meters.
Belarusian leader Aleksandr Lukashenko declared as early as February 2023 that components for Russian military aviation were to be produced on Belarusian territory.

Belarus has played a significant role in Russia’s offensive against Ukraine since the onset of the large-scale invasion. Russian forces have used Belarusian territory for military operations launched against northern Ukraine.
Lukashenko currently maintains that Belarus will not send its military to fight against Ukraine and asserts that the so-called “Union State” between Belarus and Russia supports a peaceful resolution of the conflict.
However, Belarus continues to provide Russia with military and logistic support.
According to analysts, the Belarusian territory is still being used by Russia, including for the infrastructure associated with the operation of attack drones. Minsk also provides infrastructure, logistical capabilities, and support for the Russian military industry.
This collaboration makes the developments in Belarus relevant not only for the future of the country, but also for Ukraine and the security of the entire region.
