    Russia might introduce a 22% VAT on goods imported via marketplaces

    The State Duma Committee for Industry and Trade has approved the proposal to introduce a 22% VAT on imported goods sold on marketplaces, starting from 2027. The provision is included in a draft of recommendations developed following parliamentary hearings on the development of the light industry.

    The measure is not expected to depend on the existence of a non-taxable threshold for imports. Previously, the Minister of Industry and Trade, Anton Alihanov, supported the idea of introducing VAT for goods from abroad, although the Ministry of Finance had previously proposed a phased increase: from 5% in 2027 to 20% in 2030.

    The project also includes proposals on granting facilities to Russian suppliers in calculating the commissions charged by online platforms, as well as offering to marketplace operators some “tools for controlling the observance of intellectual property rights by integrating with the informational resources of Rospatent”, according to the Interfax agency.
