Roskomnadzor (Federal Authority for Communications Supervision in Russia) has approved a new order which obligates internet providers and mobile network operators to collect and transmit data to the institution about the devices that users connect to the internet from, as well as their location – even when VPN is used.The document was registered at the Russian Ministry of Justice on March 31, but it has not yet come into force.
“The procedures, deadlines, content and format for the transmission of information to Roskomnadzor for identifying means of communication and user equipment (terminal equipment) on the territory of Russia have been established,” explained the institution.The new requirements will target not only modems and routers, but also mobile phones, laptops, and personal computers.
According to the ordinance, communication operators must provide Roskomnadzor with data that allows for the identification of the user and their device, as well as the determination of the routes of internet traffic. This includes the IP addresses allocated to users, as well as geolocation (region, district, zone, etc.) and identifiers of the devices through which the traffic passes. If the connection is made simultaneously through IPv4 and IPv6 protocols, both IP addresses must be indicated.
The data transmission will be done in a special format, which includes a time stamp and TTL parameter. Operators who hold a license before the entry into force of the order will be required to send the first data within six months, while new operators must send the data within 15 working days from the start of service provision.
