The Russian agency Social Design Agency (SDA), closely tied to the Kremlin, has orchestrated a large-scale disinformation campaign, called “Project 2026”. The plan is no longer just about spreading false news on social networks, but aims to create an entire alternative information ecosystem, designed to directly manipulate search engine results and responses provided by artificial intelligence (AI) platforms.

The information leaked into the public space following a massive security breach within the organization, the documents being thoroughly analyzed by Bloomberg publication.

A global network under a “false flag”

Moscow’s strategy involves developing a sprawling network of websites that mimic the format of the Wikipedia platform, alongside phantom media institutions and pseudo-research centers. The main goal is to distort the way the general public and AI chatbots perceive major political issues. To avoid arousing suspicion, these resources are designed to operate under a “false flag”, being translated into several languages and adapted for various countries.

Among the 73 files analyzed – which contain project proposals and screenshots taken between May 2023 and April 2026 – there are specific action plans:

Wikipedia Clone for Armenia

A project aimed at creating a platform similar to Wikipedia, intended to promote pro-Russian narratives in Armenia, right before the parliamentary elections.

The Offensive from Germany

The plan intended for Germany envisaged the creation of no less than 200,000 websites and the publication of up to 100 articles monthly to influence Google’s search algorithms.

The Aim of Artificial Intelligence

The documents explicitly mention the objective of “training” and manipulating six major artificial intelligence platforms monthly through these false data.

The evolution from “troll factory” to algorithmic warfare

The authenticity of the documents was confirmed by European officials and cybersecurity experts. Also, Bloomberg verified, through the historical data of the Domain Name System (DNS), the existence of 42 network sites, almost all of them hosted on the same IP address in Russia.
