The Federation Council has approved a law imposing restrictive measures targeting political emigrants from Russia, convicted in absentia. The Ministry of Justice in Moscow will compile an official list of individuals who “evade” punishment, being abroad.
This will include citizens convicted under any article of the Penal Code, as well as political articles of the Code of Administrative Offenses, writes The Moscow Times. This includes non-compliance with the law on “foreign agents”, participation in the activities of “undesirable organizations”, “discrediting” the armed forces and calls for sanctions or “violation of the territorial integrity of the Russian Federation”.
The Attorney General and his deputy will have the authority to add Russians to the “blacklist”. The targeted citizens will be completely banned from accessing remote banking services and will be completely denied access to state electronic services. Their real estate transactions are blocked, and their funds and properties – seized.
Also, they will not be able to benefit from consular services abroad. Russian diplomatic missions will not issue them passports and other documents, except for confirming that they are alive. They will not be able to register as an individual entrepreneur or a person conducting independent activities, they will not be able to receive payments from the budget, loans and credits will not be granted to them.
