The Cabinet of Ministers has taken several measures to optimize the consumption of energy resources, in the context of the national state of emergency. The decision was approved due to risks generated by the regional security situation, after Russia bombed Ukrainian infrastructure, damaging the Isaccea – Vulcănești line.
Urban heating power plants will ensure, on request, an increase in electricity production up to the maximum available level, while ensuring the safe operation of the installations and without compromising the continuity of heat energy supply.
If the domestic consumption of electricity is not covered, Moldelectrica will request emergency assistance from the system operators in Romania and Ukraine.
To prevent overloading of the network, the export of electricity between 17:00 and 21:00 is prohibited. At the same time, citizens are encouraged to use light rationally, especially during peak hours in the morning and evening, when consumption is highest.
Public and commercial buildings will have to reduce electricity consumption by at least 30%, and the use of decorative or advertising elements will be limited.
If, after applying all available measures, the electricity deficit persists, manual disconnections of end consumers will be resorted to. High-energy-consuming industrial activities will be rescheduled outside peak hours, and water supply systems will operate in an adapted regime, to reduce pressure on the electricity network.
Central and local authorities will identify solutions to reduce consumption, without affecting the operation of essential services. At the same time, the continuous supply of electricity to medical-sanitary institutions, critical infrastructure, and emergency services is guaranteed, these having absolute priority in any scenario.
For the safety of citizens, apartment block administrators are urged to inform tenants about the risks of using elevators during peak consumption hours, between 06:00 and 09:00 and 17:00 and 23:00, to avoid possible blockages.
“The electricity system operator, ÎS “Moldelectrica”, in collaboration with S.A. “Transelectrica”, will urgently prioritize the construction of the 110 kV overhead electric line that connects the Giurgiulești 110/10 kV station and the 110/20 kV S.P.A. Dunărea electric station. For the purpose of restoring the functionality of the 400 kV overhead electric line Vulcănești – Isaccea, ÎS “Moldelectrica” is allowed to apply the procedure of direct procurement, without prior publication of a participation notice,” informs the Government’s press service.
During the state of emergency, forced execution procedures are suspended in which suppliers, distributors and transporters of electricity, heat and natural gas are debtors, and the calculation of interest and penalties related to these procedures is also suspended.
